Webminefield icons don't appear out of nowhere and I don't think you can discover them from a hot air balloon. if you're in the magnum opus you have to drive pretty close to them for an icon to appear on your map. the dog in the buggy can sense them from further away. I had the same problem. WebI've been working on clearing out all of the territories but for whatever reason, the minefields never unlock. I've looked up the exact locations and have stood on them with the dog but the game acts like there is nothing there. I know that I haven't completed the minefield since it still says 0/2 minefields on the map.
